Demian Guedes


Founding partner of Palma Guedes Advogados. His legal work focuses on public law consulting, and civil and administrative litigation. He is a former equity partner at Veirano Advogados, where he led the administrative law area. Demian was also head of the consulting and litigation team at Barbosa, Müssnich & Aragão Advogados. His experience in consulting is considerable, especially in the fields of infrastructure, concessions and PPP projects, and in many other matters of public law. Demian focuses his practice on regulatory risk, contract modeling for public-private projects, advising on competitive bidding procedures, strategies for crisis management and governmental relations. Some of his most notable recent work involves mobility, shipping, urban adaptation projects, sanitation, energy and military defense.

He has extensive experience in litigation in general, including processes before the higher courts. His experience covers civil investigations, cases against corrupt public servants, public civil actions, budgetary control, and other external control procedures.

Demian is a Professor for the undergraduate program at FGV-RJ and has lectured at many national and international conferences. He is the author of the book “Processo Administrativo e Democracia” (“Administrative Procedure and Democracy”) (Ed. Fórum, 2007) and other co-authored books, such as “Direito Administrativo e seus Novos Paradigmas” (“Administrative Law and its New Paradigms”). He has had articles published in renowned publications such as Revista de Processo - RP, RDA, ReDAC, among others, and some of his academic work has been included as recommended reference material in graduate programs at São Paulo University (USP) and Rio de Janeiro State University (UERJ).

Demian Guedes holds a PhD degree in Public Law, from Rio de Janeiro State University (UERJ). He also holds a Master of Laws from Gama Filho University, participated in the Max Planck Institute for Public Law Visiting Scholar Program, and earned his Bachelor of Laws from the Federal University of Rio de Janeiro (UFRJ).
