Alvaro Palma de Jorge


Founding partner of Palma Guedes Advogados. His legal practice focuses on consulting in administrative and constitutional law. He is a former equity partner in Barbosa, Müssnich & Aragão Advogados, where he was head of the administrative and environmental law practice groups. He was also head of litigation for the Brazilian National Regulatory Agency for Private Health Insurance and Plans (ANS).

Alvaro has extensive consulting experience in a broad range of areas of public law, especially in infrastructure. He has advised on projects, concessions and on the organization of major events in the Brazil. His experience also includes strategic advising to clients on public-private projects, crisis management, media relations, and relations with controlling agencies such as the Prosecution Office and the Courts of Accounts. He was Chairpersonfor the Infrastructure and Logistics Committee of Rio de Janeiro's American Chamber of Commerce.

Some of his most prominent legal activities include projects related to the Pan American Games, advisory services for urban concessions, legal structuring for the 2014 FIFA World Cup, among many others.

He is currently Professor of Constitutional Law for FGV-RJ's undergraduate program. Alvaro has served as moderator and presenter at several national and international events. He was a Professor at the Federal University of Rio de Janeiro (UFRJ), and has lectured at the Rio de Janeiro School of Magistrates (EMERJ) and many other universities in the state of Rio de Janeiro. Alvaro holds a Master of Laws (LL.M.) from Harvard Law School and aBachelor of Laws from the Federal University of Rio de Janeiro (UFRJ). He is an Associate Editor of the Revista de Direito Administrativo (FGV's Administrative Law Review), and has published many articles on public law and public-private partnerships.
